Ottawa Customs Forced Charges

I imported a puppy from overseas, I paid all the charges and fees where the imported dog crate was kept.
They told me to go to Customs which is at another building and pay the duties.
I went to the building and paid all the duties and taxes and as I was about to leave, the agent at the front desk told me I have to pay for the Police officers as well, I asked for what? He said pay for them to go check on the puppy, I asked for what? I have already paid all related charges at the other building and everything that needs to be done is already done.
He told me do you want your dog or not? I said yes, and then he charged me an additional fee for the Police officers, and when they went to the dog crate they didn't do nothing.
This is called extortion.
